Schedule 1 a) This League shall be known as the “Northern Hockey League” hereinafter referred to as the League. a) To work toward the development and improvement of youth minor hockey. b) To provide a healthy form of recreation and competition for youth through participation in organized hockey at a level of competition best suited to the individual player’s capabilities and interest. c) To develop and encourage sportsmanship and good fellowship among all participants, officials, spectators and players alike- for the betterment of their social, physical and mental well being. d) To organize the Zone into a functionally competitive League consistent with other New York State Zones.
a) Membership to the League shall be open to all Associations within the geographical boundaries of the Northern Zone, and be in good standing with NYSAH. b) Membership to the League shall be contingent on Associations meeting NYSAHA membership guidelines, as outlined in the NYSAHA Rules and Regulations. c) Request for addition or withdrawal from the League must be made in writing to the League President prior to the annual League meeting.
a) Only the President of a member association or their officially recognized designate shall be allowed to vote on matters involving League matters. b) A designate may not replace the President of an Association for voting purposes unless a letter from the association has been received by the League so designating the alternate. c) All executive members of the League shall be allowed to cast one vote with the exceptions of the President who may only cast a vote to break a tie.
Simple majority voting will be used with one vote per association and per Executive member. A majority vote will carry the motion. The League shall consist of a dully elected Executive Board; President, Vice President, Secretary, and Treasure. President and Secretary shall be elected in even years, the Vice-President and Treasure in odd years. Division Directors consisting of; Mite, Squirt, Pee Wee, Bantam, Midget, Girls, shall serve one year terms. The Tournament Director shall serve an annual term. Elections shall take place at the conclusion of the season to be effective for the following season, when said terms expirer. President: The President shall be the Chief Executive Officer of the Corporation; he/she shall preside at all meetings of the members and of the Board; he/she shall have the general management of the affairs of the Corporation and shall see that all orders and resolutions of the Board are carried into effect. Vice President: During the absence or disability of the President, the Vice will assume the powers and functions of the President or act on his/her behalf as deemed. Secretary: The Secretary of the League shall keep the records, conduct correspondence, issue notices, record the minutes and perform the usual duties of Secretary as assigned. Treasurer: The Treasurer of the League shall receive all monies of the League, keep all financial accounts and pay all bills and keep accurate records of all League transactions, and fulfill other duties as assigned. Division Directors: Be responsible for their Division with in the League to include scheduling, keep statistics and sit on the Rules and Disciplinary committee as required. Each Director shall create a coach’s package for each association in their Division. This packet will contain a schedule, list of all coaches and self addressed stamped envelopes. A meeting will be held prior to the start of the season to hand out team schedules. It is mandatory that a team official be present to receive their team’s schedules and information.
Association and Team registration fees will be set annually prior to the start of League play. Section 10 – Players / Coaches / Team Registration All League players, coaches and Teams will be registered in accordance with NYSAHA and USA Hockey. Team Rosters will be submitted to the League Division Director. Coaches must be screened in accordance to NYSAHA guidelines. Codes of Conduct must be on file with the Divisional Director. a) There will be three Levels of play. B = Travel C = House House = New skater
All associations no matter what Tier (I, II, III) they are registered in NYSAHA can place a team in one of these Divisions. b) At the start of each new season at the designated scheduling meeting Associations will bring proposed Team placements for Division level play. Each Team will be placed in a level following discussion and general consensus of the Board.
Tier II: Associations which have multiple teams on one level must place one team in the B and one in the C Divisions; a third team could be placed in the House level. Tier III: Associations that have only one team will normally be placed in the C division at the start of each season.
Any team that is considered to be either too strong or too weak to compete on an equitable basis in the Division it was originally placed into will be transferred to a more appropriate Division. The guidelines for such a move are as follows. 1. Requested by team with approval by the Executive Board 2. League Executive Board determines the team is not competitive at its current level.
Formula: Teams moving up shall keep the points that were awarded minus 30% Teams moving down will keep the points that were awarded.
Example; A team moving up with a win in all five first games would have been awarded 10 points, minus 30% = 7 points. They would carry those 7 points to the next level. A team moving down will keep the points awarded, in the first five games, if the team was awarded 5 points they would carry those points to the next level.
Section 12 – Game Postponements a) All games postponed for the convenience of the team seeking such a postponement must be played in advance of the originally schedule date an time. b) In the event a game must be postponed at the last minute, the team seeking the postponement must notify the coach and or manager of the other team at least 24 hours (except for inclement weather) prior to the official start time. c) Any team which fails to provide notification of postponement or cancellation shall forfeit the game and the other team will be awarded two points. d) The Divisional Director must be notified at least 4 hours prior to the official start time of any game which is being postponed by the coach or manager of the team seeking the postponement. e) Any team not showing up for a scheduled league game or play off without notification to the home team shall pay the home team Association for the game officials. Failure to make restitution in a reasonable period of time, or before the next scheduled League meeting, will result in suspension of that Team until payment is made.
Section 13 – General Game Regulation a) All players and coaches participating in League games will adhere to the Policies and Procedures of USA Hockey, NYSAHA rules and League regulations. b) Game sheets for all league games shall be USA Hockey 4 part carbonless, ONLY. c) The winning Team must report the game results. The first copy of the game sheet must be e- mailed or called in to the Division Director within 48 hours of the official game date, and hard copy mailed or delivered to the Division Director at the next scheduled League meeting. The Divisional Director will be informed within 24 hours of any Game Misconduct, suspension or any other sever penalty or incident conduct or game protest. d) Game Officials, including Minor Officials, shall authorize all game sheets by printing and singing their names and certificate numbers (where applicable) on all game sheets prior to the start of the game and signing their names in the appropriate place upon the completion of the games. e) Game Numbers must be written on each game sheet. f) Teams that fail to report game results with in ten days after the game shall forfeit that game and points for that game. g) Time per period;
Mite and Squirt levels – 12 min Peewee 15 min Bantam 15 min Midget 15 min Girls 15 min
h) Curfew Clock; No game shall exceed 80 minutes from the first drop of the puck. Regardless of the actual game clock once 80 minutes have expired the game will be considered official and shall halt, with he winner being declared by the score.
Section 14 – General Officiating Regulations All League games must be officiated by USA Hockey registered officials. Section 15 – Regular Season Games a) The Home Team shall supply all Game Officials for regular season games, to include minor officials, score keeper, time keeper, penalty box etc. b) Visiting Teams have the right to have an off ice official present. c) The winning team is responsible to report game results, in accordance with Section 13.
a) All play-off games will be officiated by USA Hockey registered 2 man systems. b) In all play-off games both teams will supply one minor official for the time keeper’s box and penalty box. c) Play off games will be played and completed in the set time period as directed and set by the Board. Failure to complete said games shall result in a forfeiture and loss of points. Disputes and times will be resolved by the Directors of that level. If a solution can not be reached the President shall resolve the dispute.
Section 17 – Availability Dates a) All Associations shall register their teams and team’s ice times’ allotments at the September meeting of the League. b) All League Games shall take precedence over other games. Changes in scheduled games must go through the Division Director.
Section 18- Schedule Structure a) The regular season shall consist of 20 games. b) The regular season schedule shall begin and end as outlined in Schedule 1. All games must be completed by the stated end date. c) There shall be no games scheduled during the school Christmas break, between Christmas and New Years Day, unless both Teams agree to play during this time period.
Section 19 – Order of Finish- Regular Season – All Division a) Each team shall receive two points for a win, one point for a tie, and zero points for a loss. b) The order of finish shall be highest to lowest point accumulation. c) Resolution of two-way and three way ties after the conclusion of regular season play to determine placing. 1. Team with the most wins will be declared Division Champion. 2. IF still tied, then the team with the least losses will be Champion. 3. IF still tied, the team who has the best head to head record will be 1st? 4. If still tied then least goals scored against. 5. Then most goals scored 6. Then the team with the least penalty minuets.
Section 20 – Order of Finish Play Off’s a) Play Off’s will be single game elimination. The winner will move on to the next round of play off’s until a final League Champion is determined. b) The score for each playoff game must be called into the Division Director immediately following the game by the home head coach. The next series may need be scheduled; games sheets must be mailed in to the Director.

f) Home Ice Advantage goes to the team with the highest regular season points. a) Awards for the playoff series shall be presented by the League President or his/her designate. b) Other awards may be presented as deemed by the Board. c) The type of trophy shall be determined by the Executive Board. d) (Awards or recognition plaques for categories like MVP, best forward, best Defensemen, Goalie etc...)
Section 23 – Special League Rules a) The USA Hockey and NYSAHA guidelines, the Codes of Conduct for Players, Coaches, Officials and Parents shall form the basis of all minimum discipline governed by the League. b) All suspensions must be reported to the League President or Vice by the offending team within 24 hours. c) A Game Misconduct penalty shall result in an automatic one game suspension being assessed by the League, this being the minimum discipline utilized until a ruling can be handed down by the Division Director. d) Coaches shall be responsible for ensuring that any player receiving a suspension sits out until a ruling is handed down from the League. Failure to do so will result in further discipline from the League which can be one of the following; Suspension of violator, removal from the League, and any other sanctions imposed by the Executive Board e) The President of the League shall automatically suspend / remove any Player, Coach, Parent or member for up to 30 days upon receiving a complaint or notification of any violation of League, NYSAHA or USA Hockey policy, code, rule, regulation or by-law and shall appoint a disciplinary committee to investigate the matter. f) Officials game report will be completed and forwarded to the Director for any serious misconduct, match penalty or injury from such player actions. g) Threats of any nature be it physical, verbal or implied shall result in League Disciplinary action. h) Any Team that refuses to play or travel to another Association shall be brought up to the Director of that level for resolution, if issue remains or incident re-occurs, it will then be brought to the League Disciplinary Board for action. i) It is the responsibility of each Association member to have proper representation at each League meeting, it is also the member responsibility to disseminate that information to its home membership.
DISCIPLINE Game Misconduct’s, Match Penalties and Protests: A. Misconducts, Suspensions etc. 1. It is mandatory that a legible copy of the original game score sheet involving Game Misconduct’s and or Match Penalties in league, non-league, or tournament games , shall be mailed to the Division Director within twenty-four (24) hours of the completion of the game, along with email or telephonic notification. 2. For out of State tournaments- all misconducts must be reported the Monday after the final game of the tournament. 3. The responsibility of mailing and notification shall be that of the team who received the penalty. Failure to comply shall result in an additional suspension for the COACH of the team involved. 4. Upon notification from the Division Director, all penalties, game misconducts, gross misconducts and match penalties will be reviewed by the disciplinary panel. If deemed necessary, disciplinary action will be taken, pending the outcome of a hearing, following the guidelines of NYSAHA and USA Hockey for conducting hearings. B. Penalty minutes and Suspensions. 1. PENDING to be completed by the first game of the season. C. PROTESTS. 1. A protest may only be lodged by an Associations President. No protest may be lodged by a coach, manager or parent regardless of their position. 2. The Association President shall notify the League President of the impending protest within 72 hours of the completion of the game. 3. A formal written protest must be received within 10 days of the said game. A copy of the protest should be also sent to the opposing team. 4. Included in the written protest should be the desired outcome. State precisely what you are looking for in the protest. Do not be vague in any statement. 5. The President will inform the VP of the protest and then set up the up a disciplinary panel to review the protest, they will investigate and rule on the protest. 6. Both parties will be notified of the decision of the panel within 30 days. SYSTEM OF DISCIPLINE. The system of disciplinary action in the League shall be in the manner as hereinafter set forth: 1. Each season there will be a Disciplinary Panel selected by the Executive Board . 2. The Panel shall meet, hear, try, and determine all disciplinary matters and protest referred to them by the League under the rules. Provided that there are matters and protest to be heard, the Panel shall meet as needed. The Panel has 30 days to meet and render a decision. 3. If a disciplinary matter or protest involves an accused person or team from the same association of a Panel member, then that Member is excused from sitting on that matter and a replacement will be appointed by the President. 4. The Panel shall have jurisdiction to conduct a “closed session” hearing, determine the facts and rules that apply, determine the punishment to be handed out to any offenders or the disposition of game protest or other matters which come before it under the rules. In hearing evidence, the Panel shall give all parties a reasonable opportunity to present verbally, without delay, evidence on its behalf by common sense and fair play in light of the gravity of the offense and urgency of the decision making process. Only Committee members will question any person(s) appearing at the hearing or make any comments during the presentations. 5. The Panel shall have the authority to impose the following disciplinary action: a. Suspension / Removal of any person, team or Association from the Northern Hockey League. I.e. coaching or managing any team, refereeing, playing in, and being present in any capacity at any game or activity for any period of time to include removal. b. Censure by letters thru the Division Director of any person, team, or Association and recommend the discipline which should be taken regarding any person, team or Association. Such letter should be accompanied by summary or evidence taken and any conclusion drawn there from the Panel. c. Determine the outcome of any game protested and apply the appropriate rule to determine the ultimate disposition of the protest such as game forfeiture, game continuation ( and the circumstances there under as to scheduling, cost involved and who shall pay etc. ) and apply any other decision concerning such decisions reasonable and is justified by the facts and circumstances. 6. The Vice President shall designate a time and place for the matter to be heard and shall see to it that person, team representative, Association and or referee complaining receive notice of the hearing. Any player appearing may appear with either coach or manager of his team. Only persons accused may actually appear personally and this may be dispensed with by permission of the Vice President. 7. Written statements may be submitted. Testimony may be taken under oath or otherwise. 8. The accuser or person instigating a protest bears the burden of proving his accusations or protest to the satisfaction of the panel. 9. The hearing shall be conducted informally with evidence presented first by the party filling the protest / complaint, followed by the party against which the protest was brought. The Panel may deviate from this procedure if in their discretion it is fair and practical to do so. 10. After hearing the evidence the Panel shall privately deliberate and shall have 20 days to establish a decision. In any event, the Panel shall reach and publish their decision within 30 days after hearing the evidence. Decision shall be reached by a majority vote of the Panel. 11. All decisions shall be summarized and forwarded to the President, and executive board for review. The President will then have ten days to issue the decision on the panel. 12. Appeals of the decision of the panel shall be made to the NYSAHA Northern Zone Vice President for further consideration with in 20 days. Supplementary Discipline 1. According to USA Hockey rule 410 Supplementary Discipline, the proper disciplinary authority may, at the conclusion of the game, at their discretion, investigate any incident that occurs in connection with any game. Pending the outcome of a hearing, the disciplinary authority may assess additional suspensions for any offense committed before, during the course of a game, or any aftermath thereof by a player, or Team official, whether or not such offense has been penalized by the referee. For the N.H.L, the proper disciplinary authority is the President and Vice President. 2. Fighting. - In the case where this penalty is given in or after the third period, an additional game misconduct penalty shall be given to the offending players(s). This makes the penalty a two (2) game misconduct. Miscellaneous 1. Association Directories that include name, position, address and telephone numbers of the president and association representatives shall be sent in to the League Secretary prior to the September meeting each year. 2. Team declarations are due into the Division Director by September scheduling meeting. Name and address of coaches, managers and team representatives are due into the League no later than October 30 of the current playing year. 3. Head Coach or acting Head coach of each team shall be held responsible for the conduct of the members and team officials of that team both on and off the ice, in and out of the Arena (facility), the locker rooms immediately before, during and after any event including but not limited to games, practices, scrimmages and tournaments. IT is the recommended that team officials are in the locker room before and after the game to monitor. The Head coach or acting head coach of any team member or team official involved in any disruptive or unsportsmanlike incident may be called to account for the actions of any such team member or team official and may be subject to disciplinary measures. 4. The President of the League shall have the power to act on behalf of the Board of Directors between meetings and subject to the Board of Directors review at the next meeting. 5. Any Association which discontinues team play after commencement of the League season will be subject to a $ 200.00 per team penalty at the discretion of the Board of Directors in addition to any fees payable to the League for registration of such team and such other penalties as the Board may determine.
VIOLATIONS Violations of any of these rules or regulations may result in discipline action to a team, Association or any individual connected with them. Teams and Associations shall be disciplined by a majority vote of those members of the Board of Directors present at a duly constituted meeting of the Board. |
